Backline refers to the instruments and/or gear required by the band in order for them to make noise for the audience. Sometimes it is required to be supplied by the promoter, who in turn forgets to mention it to the local sound co, until two days before the gig who in turn end up trying to find rare instruments nobody in the western hemisphere seem to have available ATM, and when you do find someone, the quote on the rental package usually works out to be more than the local sounds price.
